Why licence records instead of business listings?
Listing sites carry closed businesses, duplicates, and national brands franchised across dozens of entities. A state licence file is the regulator's record of who is legally permitted to operate right now, so the count moves only when a real licence is issued or lapses. That makes it the right base layer for acquirer target screening and for comparing service segments across markets.
